Urban public transport by bus and minibus is one of the most important local public services. In Türkiye, the private
sector has a significant share in public transport with thyre weels. However, the current public transport legislation does
not meet the needs of municipalities. Private operators have become rent-seekers in economic terms due to
regulations that prevent new entries to the market. The transfer of urban profit to the private sector leads to loss of
welfare and waste of public resources. Municipalities that want to improve service quality and provide universal service
are either forced to bear high investment cost or face resistance from private operators. Inspired by the European
experience, this book proposes a new model for public transport on tyres. According to the model, which is based on
private operators providing public transport services after a transition period, market entry should be facilitated and
competitive tenders should be the basis. Thus, the drawbacks of the current system will be eliminated and public
resources will be used efficiently.
